It's a common figure in China especially in vacation destination, the native or the businessman there greedily cheap tourist for a large mount of money. Maybe one reason is that tourists business is only one-bargain, they will never visit a place for a second time!

4tattered tales:

I've visited a few tourist destinations through out South East Asia and never got the same, buyer beware treatments I have had to endure in China. There are certainly "lone wolf" tourist cons there, but it's not as endemic to the destination like it is in China. It seems in China these tourist centers have no consideration for reputation. They can scam everybody because there's an endless supply of fresh victims.
If the scams weren't enough, any legitimacy these destinations, Lijiang, Fenghuang, Hangzhou, may have once had has been obliterated by noisy bars, multi-colored flood lights, and too-easy-to-see-through hokey veneers of local style. Why go to the real thing when you can go to the Great-Places-of-China theme park in your metro area? The only difference will be your ability to suspend belief of authenticity in the theme park.

When you have a government that basically believes "anything is OK if it makes you money" is it any surprise that average Chinese believe the same thing?

Many Chinese are aware of these scams. So they won't go there ofr don't get caught with a scam. It is often the foreigner that gets caught in the scam. I was is Sanya a few years ago and some girls wanted my picture with them and tried to charge me 20 RMB. The girls weren't very smart.
