According to a report by China National Radio (CNR), Xi'an's civil servants –police, taxi drivers, bank and postal workers, hospital staff, etc. – must all be able to speak a basic level of English by 2015. This new policy was just recently passed under an initiative to strengthen the city's foreign language skills and thereby to make it more international.
Under the new policy, all civil servants under 40 with a university degree must be able to speak 300 or more sentences in English. At least 80% of postal, bank and public health workers must have enough English to perform their services, while 80% of the police force under 40 with university degrees must be able to speak a minimum of 100 basic sentences.
